Hi, I was wondering if for Android apps it is a requirement to have the app uploaded on the Google Play Console (I don’t have an Play Console account and as I research I’ll need to have 20 testers to test my app for 15 days to have a change of get the approval of the Play Store), so it is an option just to share the *.apk?.

No you’re not required to upload your app on Google Play, you can just upload your apk on Google Drive for example, make it public and share the link to it on submission.
do they have to test the app in action because my app is so complex it would cost me a lot of money if they test it…
