Gemini API Free Tier in Europe

Hello, I have read the TOS for the Gemini API and I seem to understand that in Europe the Free API tier is not available, correct?

I just wonder if it would at least be possible for developers to use the Free Tier to develop their product, and then once the product is developed of course users will use paid services. Because having developers have to pay even during development, when there’s no income at all, feels really excessive and it’s anticompetitive behavior. I understand that EU regulations say you can’t use our data to train your models, but you could still provide some free tier strictly for developing purposes.

Furthermore, I’d like to ask if there’s any way to access search api like grounding with google search with a Free Tier from Europe. I saw there’s some similar functionality in vertex ai but I remember google offering something like 100 free google json api searches per day.

I’d like to get some official info from someone from Google, please, as I’m struggling to navigate the complex legal tos of all the 3000 google products. I really don’t know how it is possible for such a big company to have so many different products and rules, and expect normal user to be able to understand what he can or can’t do
