Gemini API access restricted on Firebase AI Logic project nexus-101be – manual review requested

Hello Google Gemini API Support,

I am requesting a manual review of my Gemini API access.

I am developing a personal Android application and I am trying to use the Gemini Developer API through Firebase AI Logic.

My Firebase/Google Cloud project is:

Project name: nexus
Project ID: nexus-101be
Project number: 5970149291..

The Android application package is:

com.nexus.app

When the application sends a request through Firebase AI Logic to Gemini 3.6 Flash, the request reaches the Firebase AI Logic backend but is rejected with:

403 PERMISSION_DENIED

“Your project has been denied access. Please contact support.”

In Google AI Studio, the project appears as:

Status: Restricted
Billing tier: Unavailable

AI Studio also displays:

“API access for this project is restricted. Set up billing to continue.”

I have also observed the same Restricted status on another project in the same Google account (Default Gemini Project / gen-lang-client-0220634659).

This makes me believe the restriction may be related to account-level eligibility or an automated security/trust restriction rather than an issue specific to my Android application.

I have already verified the following:

  • The Firebase project and Android application are correctly registered.
  • Firebase AI Logic is enabled.
  • The Gemini API is enabled.
  • Firebase App Check is configured for the Android application.
  • The application is using the Firebase AI Logic Gemini Developer API backend.
  • The application is using the currently available Gemini 3.6 Flash model.
  • The Firebase AI Logic monitoring console shows the requests reaching the backend and being rejected with PERMISSION_DENIED.
  • My Google account has the required account information configured, including age, phone number and 2-Step Verification.

I am not trying to bypass any restrictions or abuse the API. This is a personal development project and I would like to use the available Gemini Developer API free tier if my account/project is eligible for it.

Could you please manually review the restriction on project nexus-101be and let me know why access is being denied and whether the project/account can be restored to normal Gemini API access?
