I am requesting help with a Gemini API access restriction affecting my personal project, Ukinory.
All requests to the Gemini API currently return:
403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
I can access Google Cloud normally, and I have enabled 2-Step Verification. I have also checked Google AI Studio’s Projects and Billing pages, but I cannot find any explanation for the restriction or any option to appeal it.
During development and testing, I unintentionally generated more requests than I realized and received several 429 rate-limit responses. I did not realize at the time how many requests had been made, as they were generated during normal development and testing of my application. I was not attempting to bypass any limits or use the API abusively, and I apologize for this. I will make sure to implement appropriate rate limiting and request controls going forward.
I also contacted Cloud Billing Support, as suggested in similar cases, but they told me they could not assist me because I am not an administrator of any Billing Account.
I have completed the available free-tier verification steps, but I do not currently have a Billing Account and would prefer to continue using the free tier.
Could someone please advise me on the appropriate channel to request a manual review of this restriction, or let me know whether the restriction can be reviewed and removed without enabling billing?
