Hello Google Gemini API team,
My application receives HTTP 403. Google AI Studio shows “Restricted” and “Billing Tier: Unavailable” for these projects:

outreach-expert-gemini

outreach-expert-gmail
Phone verification and age verification are complete, and 2-Step Verification is enabled. However, the connection test still returns HTTP 403.
I would like to use the Free Tier without enabling paid billing. Please help identify the restriction and explain how to request an access review. If another support channel handles this, please direct me there.
