I am using the gemini chat assistant in firebase studio. I paid for the tier 1 plan and began using gemini 3.0 Flash Preview. I am getting a “Resource has been exhausted (e.g. check quota) error, but I have not reached any type of quota that should result in this error/limitation. Please help with this 429 error. my RPD is 330/10k. TPM is 14k/1M in last hour, and RPM is 1/1k in last hour.

This isn’t a firebase specific issue. The IDE within firebase allows me to select gemini 3 flash preview as a coding assistant. I added the API key for the paid version of the model. Gemini is hitting quotas but I’m nowhere near them.
