Gemini 3.5 Flash API: New Pro Subscription locked in 7-day cooldown instead of 5-hour refresh

I am an active user of Antigravity IDE and I currently have two Google AI Pro accounts. On my older Pro account, my Gemini 3.5 Flash quota resets perfectly every 5 hours inside the agent environment.

However, with my newly purchased Pro account, the system locked me into a strict 7-day cooldown (6 days remaining) on the Flash model after very light initial usage.

My Google One AI Premium (Pro) subscription is fully active on this new account. It feels like the API gateway is misidentifying my account as a free-tier user due to a lack of usage history, resulting in a weekly cooldown rather than the rolling 5-hour Pro limit.

Is there a known propagation delay for new Pro subscriptions on the API side, or can this backend sync issue be manually resolved?
