**Surface:** Antigravity CLI (`agy`)

**Command:** `/usage` (alias `/quota`)

### Problem

Currently, the Model Quotas TUI panel (`/usage`) only fetches and refreshes quota status from the backend once when the panel is initially opened. While the panel remains open, the usage bars are static.

To monitor quota consumption in real time (for example, while subagents, background tasks, or another session are actively running), I have to repeatedly press `Esc` to close the panel and type `/usage` + `Enter` again to trigger a fresh check.

### Proposed Solution

- **Auto-refresh:** Automatically poll and refresh the quota bars every ~5 seconds while the `/usage` panel is open.

- **(Optional bonus)** **Manual refresh hotkey:** Bind `r` inside the `/usage` panel to trigger an immediate on-demand refresh without closing and reopening the overlay.

### Why this is useful

When running long-horizon tasks, background agents, or parallel `agy` sessions, keeping `/usage` open in a terminal pane as a live dashboard makes it much easier to track model quota burn without constantly dismissing and re-invoking the command.
