I have confidence google thought about paid promos. I am sure they have some measures in place to prevent people from spawning thousands of gmails to vote for a project. Ideally disqualification from the People’s Choice.

I doubt they would put that much efforts into identifying the source of the votes, it’s a trophy with no monetary prize, it’s not likely that anyone would go in such length to create thousands of gmails for a trophy.
