I am experiencing a critical billing issue with my pay-as-you-go (credit-based) account. When I try to make a request, I constantly receive a “503 Service Unavailable” error. The system fails to generate a response, but it still deducts credits from my balance for every failed attempt.
I do not experience this issue on my Pro/Ultra accounts, but my standard credit-based account is currently unusable and draining credits for nothing. This issue started a couple of days ago, right around the time the “new unified permissions system” rolled out.
Here are the exact error details from my log:

Reason: MODEL_CAPACITY_EXHAUSTED
Message: No capacity available for model claude-opus-4-6-thinking on the server
There seems to be a synchronization bug where the billing system charges for the request before checking if the model actually has the capacity to fulfill it, and it fails to refund the credit when the 503 error occurs.
Could you please investigate this bug and refund the credits that were unjustly consumed by these failed 503 requests?
