Billing account repeatedly downgraded to Paid 1 — tier flapping bug, production paused each time

My billing account keeps getting spontaneously downgraded to Paid Tier 1, and only a manual credit purchase restores it. Billing model: AI Studio prepaid credits with auto-recharge enabled (KRW 50,000 per auto-charge, near-daily since early August).

Timeline:

  • Aug 12: hit the Paid 1 monthly cap (~USD 250 spent in August alone). After a small manual credit purchase, the account auto-upgraded Paid 1 → Paid 2 and service resumed.
  • ~Aug 20: spontaneously reverted to Paid 1 with no change on my side. Service paused again at the Paid 1 cap (HTTP 429 RESOURCE_EXHAUSTED). A KRW 10,000 credit purchase triggered re-evaluation and the account came back — this time as Paid 3.
  • Today: reverted to Paid 1 AGAIN, service paused again. Another KRW 10,000 purchase restored Paid 3 again.

Tiers are documented as cumulative (total spend + account age) and should never go down. Google’s own re-evaluation grants this account Paid 3 every time a payment event triggers it — yet the tier keeps decaying back to Paid 1 between payments, which pauses my production pipeline (gemini-3.5-flash, single project) each time because my monthly spend exceeds the Paid 1 cap.
