Requesting allowlist access for the following Vertex AI preview models on our
production project. Currently receiving 404 NOT_FOUND on all listed models.
Models requested:
- gemini-3.1-pro-preview
- gemini-3-flash-preview

Use case:
Autonomous ecosystem operator (Nexus God Mode) running an 18-role
C-Suite OODA loop across 4 spoke applications. Migrating off
Anthropic-on-Vertex due to sustained RESOURCE_EXHAUSTED errors
(internal ticket 70997880). Gemini 3.1 Pro Preview chosen as primary
for 1M context window required for OODA packet processing and Crew
Worker/QA iterations. Gemini 3 Flash Preview as fallback for
high-volume cron-driven proposal generation.
Expected volume: ~5,000 calls/day at steady state.
