Hi team,

Requesting allowlist access for `gemini-3.8-live` (Live API / BidiGenerateContent, bidi streaming) on Vertex AI.

- **Project ID:** terrenos-para-incorporadoras

- **Billing:** enabled, active billing account

- **Preferred region:** us-central1 (global also fine)

- **API surface:** Vertex AI Live API, LlmBidiService/BidiGenerateContent

- **Model requested:** gemini-3.8-live

**Use case:** outbound voice AI agent for real-estate lead prospecting calls in Brazilian Portuguese (property owner outreach), evaluating native-audio speech-to-speech models for conversational naturalness on phone calls (PSTN/SIP telephony).

**Current issue:** connecting to `gemini-3.8-live` returns a WebSocket close with reason “policy violation: Publisher model … was not found or your project does not have access to it”, reproduced consistently across 4 regions (us-central1, us-east5, us-east1, europe-west4).
