I have the exact same issue with a new API key I’d just created. Unfortunately the issue does not appear to be fixed for me, and my Quota tier is shown as “Unavailable“ even though I have active billing, enabled the relevant APIs for the project, and have 0 out of $417 credits used.
Any call to https://generativelanguage.googleapis.com/v1/models/gemini-2.5-flash-lite:generateContent with my API key returns:

i also suddenly got this error, im assuming this is because of my unpaid billing account (because of my card failed process the payment) but after i paid the billing it still stuck on 429 response. My billing account is still active tho, i dont know why

We’re at tier 3 and still facing this issue.
We have 6 different projects like this, and all of them are facing this issue. It’s just frustrating that you’re paying ~10K per month just to see your product not working because google decided to give up.
Don’t say implement backoff. We’ve got it already.
