Hello Gemini API team,
All generateContent requests on my project return 403 PERMISSION_DENIED — “Your project has been denied access. Please contact support.”

Project number: 9630267204..
Account type: personal Google account
What I’ve verified:
- Generative Language API is enabled on the project.
- API keys are active with correct API restrictions.
- GET /v1beta/models works (50 models listed); only generateContent is denied.
- No suspension, abuse, or billing warnings in Cloud Console.
- A second project created a day earlier returns the same 403, so this looks account-level.
- I have completed phone verification and enabled 2-Step Verification on the account, but the 403 persists.
- I want to stay on the free tier and have not linked billing.
