403 PERMISSION_DENIED – "project has been denied access" on personal account

I’m getting 403 PERMISSION_DENIED: "Your project has been denied access. Please contact support." on every Gemini API call. It happens on a brand-new project too, and on a raw curl request, so it’s not my code. Personal Gmail account, no policy violation, no prior heavy usage. This looks like a false-positive abuse-filter block. Please review and restore access.
