My Gemini Developer API project is blocked from generating responses.
Project ID: cursor-5052..
Environment: Continue extension in Cursor on Windows
Affected models:
- gemini-3.6-flash
- gemini-3.5-flash-lite
Every generateContent request returns:
403 PERMISSION_DENIED
"Your project has been denied access. Please contact support."
What I verified:
- The API key was valid and model lookup succeeded.
- The same error occurs when generating content.
- The Google Cloud Console dashboard shows no restriction banner or appeal option.
- The project currently has no billing account, but these models show a free tier in Gemini API pricing.
- The previously exposed API key has been revoked.
Please review the project/account restriction and restore Gemini Developer API access, or advise what verification or action is required.

Getting a 403 API error response indicates a flag has been placed on your account. To proceed:
- If you’re on the free tier with no billing attached, you should consider setting up billing. In most cases this is enough to clear any flag on your account. Please note this will mean you lose your free tier quota. You should also see a banner in AI studio prompting you to set up billing.
