403 PERMISSION_DENIED — New Gemini API project marked “Unavailable”

Hello,

My newly created Gemini API project is shown as “Unavailable” in Google AI Studio, and Gemini Embedding API requests return:

403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”

Project ID: ombre-chat-506***

This is a personal, non-commercial project used only to generate embeddings for my own chat-memory files on my personal VPS. I tested only three memory records. There is no bulk traffic, scraping, account sharing, or abusive activity.

I checked Google Cloud Console but there is no warning banner or appeal button. The previous unexpected-403 form is closed and directs users to Billing Support, but this project has no billing account, so Billing Support would not create a case.

Could a Google staff member please review this restriction, or provide the correct appeal path for a project without billing?

For security, the affected API key has already been deleted. No API key is included here.

Hi, Access to the free tier for this project is restricted by automated account verification checks.

To restore access, upgrade the project to a paid tier by setting up prepayment in Google AI Studio (https://aistudio.google.com) or attaching a Google Cloud Billing account in the Google Cloud Console (https://console.cloud.google.com/billing).
