403 Permission Denied, Account Stuck on "Restricted" Even after enabling 2SV

Hi, my Google AI Studio projects are completely locked out with an “Unavailable / Restricted” status.

I realized my account was missing 2-Step Verification (2SV) due to the new September 5th policy, so I have since fully enabled 2SV on my Google account. However, even after logging out, logging back in, and creating entirely fresh projects, the system is still automatically slapping the “Restricted” flag onto my new projects.

This key is used exclusively on my local computer for a voice dispatch gaming mod (Blueline Realism Dispatch, LSPDFR). Could a moderator please escalate my project number for a manual backend review to clear the restriction and restore my Free Tier access?

Project Number: 138303075..

Getting a 403 API error response and / or seeing “Unavailable” next to your project in AI audio indicates a flag has been placed on your account. To proceed:

  1. If you’re on the free tier with no billing attached, please try the below steps:

  2. Check Model Availability & Rate Limits:

    • Ensure that the model you are requesting is available on your current plan. For example, not all models are available on the free tier. You can verify model availability, quotas, and limits on the AI Studio Rate Limit dashboard.
  3. Ensure you have completed age verification by navigating to Google Account Age Verification and verifying date of birth in Google Account Personal Info.

  4. Complete Phone Verification on the Google Account associated with your project.

  5. Once age, phone and 2sv are configured, retry your request or create a new API key in Google AI Studio.

  6. If completing these steps still does not restore access (or if using a model requiring a paid tier), you might want to consider adding prepayment credits directly in Google AI Studio and/ or attaching a Google Cloud Billing account in the Google Cloud Console. Please note this will mean you lose your free tier quota.

I have already explicitly stated that 2sv is enabled and active on this account and creating fresh projects continues to inherit the broken “Unavailable” block

Are you seriously suggesting that a casual hobbyist trying to use an advertised FREE tier API for a local video game modification needs to upload a passport or link a credit card just to clear an account bug? That is absurd and completely unacceptable for a free tier service.

If your automated filters are so broken that they require identity verification documents just to process low volume local text requests, then the system is broken. Please escalate the project details from my original post to an actual engineering team to clear the false positive flag rather than copy pasting scripts that tell users to hand over their identity documents.

I apologise if Im being rude but this is very frustrating and completely ridiculous.

And now they ignore me for 3 days+. Great job guys! keep it up.
